Lineadmin.bat utility for monitoring T1 / E1 states

A MSS 2004 R2 system that used to work suddenly stopped answering today - ring no answer (RNA). I first switched the TAS front page application to the http://localhost/TAS/startpage.htm (simple page that just says, "Welcome to Microsoft Speech Server")
